The drama portrays the political disturbances during the 1930s when the opium mafia was on its peak. To put the situation in control and deal with crimes and smuggling of drugs like opium the government sets up an Anti-Smoking Bureau. The drama tracks the mind games played between the mafia kingpin Cheng Long-Kwan and Bureau’ chief Lau Sing.

The plot sets up during the 80s when the city of Nantong witnesses a natural calamity which destroys most of the rice fields of the area.
In a series of events, the city Mayor Hong Chi-wing and his family are sentenced to punishment for deceiving the locals but his daughter Hong Po-yin flees away and lives by the name of Hong Po-Kei under Prince Wai mansion.
The later part of the drama reveals how Hong Po-Yin manages to establish herself in the Wai using her business wisdom and persistence.
